As of the censusGR2 of 2000, there were 687 people, 336 households, and 185 families residing in the city. The population density was 5,468.3/mi². There were 351 housing units at an average density of 2,793.8/mi². The racial makeup of the city was 98.25% White, 0.15% African American, 0.29% Native American, 0.29% Asian, 0.29% from other races, and 0.73% from two or more races. Hispanic or Latino of any race were 1.46% of the population.
There were 336 households out of which 17.6% had children under the age of 18 living with them, 41.7% were married couples living together, 10.7% had a female householder with no husband present, and 44.9% were non-families. 39.3% of all households were made up of individuals and 20.8% had someone living alone who was 65 years of age or older. The average household size was 2.04 and the average family size was 2.68.
In the city the population was spread out with 15.4% under the age of 18, 7.3% from 18 to 24, 31.3% from 25 to 44, 24.6% from 45 to 64, and 21.4% who were 65 years of age or older. The median age was 42 years. For every 100 females there were 89.3 males. For every 100 females age 18 and over, there were 83.3 males.

Bella Villa is known for the extraordinary number of traffic tickets that it gives out. In the November 10, 2006 St. Louis Post-Dispatch it details a complaint about the police chief, Edward Locke Jr. of groping a 71 year old woman's breast after the police chief came to her house and told her husband that he was under arrest for a vehicle license violation and handcuffed him tightly. Locke kneed the husband, who collapsed and injured his back, the lawsuit says.
It has made national news for its police writing tickets.
